Reg vs reg edges in high level nl are hard to define precisely. The trend these days is that most regulars never play anyone of better or similar skill level to them. The default nowadays is that when players are in doubt about their edge they just tend to not play.
So the main trouble HSNL action is that many (perhaps most) regulars will not play if there's no obvious edge they have in the game. The prevalence in tools to help people assess their skill matchups have most definitely hurt the action because people aren't sitting and playing a few orbits to see if they have an edge, if they use ptr or similar and see there's no whale they might decide to not play at all. There's even a fair chunk of players that will have an edge but still won't play because they are only interested in playing that high with a huge edge. While many of the top tier players in the world will play mediocre regulars, many of those weaker regulars will only play if a fish is playing. So you basically need a fish to play to get a game going and usually 2 other people starting tables by playing HU.
